1.2.1 Fisheries and Oceans Canada (DFO) has a requirement to establish multiple Standing Offers (SO) with qualified Offerors for the Provision of Scientific and Technical Advisory Services on Matters Related to Incidents and Effects from Stressors on Aquatic Species and Habitats. The Standing Offers duration will be for five (5) Years starting from Standing Offer issuance until April 30, 2030. Canada has a robust marine safety system focusing on prevention, preparedness, response, and recovery. The Government of Canada has dedicated significant resources to enhance the Environmental Protection and Emergency Response and Recovery regime across the country. When marine incidents occur, government agencies and response partners, including Fisheries and Oceans Canada (DFO), are activated to manage the situation effectively. These standing offers aim to ensure effective access to external expertise to support DFO in carrying out its mandate in environmental incident response and recovery. The Offerors must support DFO staff on an “as and when requested” basis. 1.2.2 The Request for Standing Offers (RFSO) is to establish Standing Offers for the requirement detailed in the RFSO, to the Identified Users across Canada, excluding locations within Yukon, Northwest Territories, Nunavut, Quebec, and Labrador that are subject to Comprehensive Land Claims Agreements (CLCAs). Any requirement for deliveries to locations within CLCAs areas within Yukon, Northwest Territories, Nunavut, Quebec, or Labrador will have to be treated as a separate procurement, outside of the resulting standing offers. 1.2.3 The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), World Trade Organization-Agreement on Government Procurement (WTO-AGP), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada - Ukraine Free Trade Agreement (CUFTA), Canada - European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Honduras Free Trade Agreement, the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and the Canadian Free Trade Agreement (CFTA).
