Description

Solicitation No. T8493-25-0045 Advance Contract Award Notice An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. 1. JUSTIFICATION FOR PRE-IDENTIFIED SUPPLIER: Transport Canada intends to enter in a sole source contract with Topflight Elite Training and Charter Services Inc. believed to be the only supplier immediately available and capable of providing flight on a turbine powered helicopter in mountainous terrain training to ASD/CCG helicopter pilots. Obtaining compatible training is essential for pilots to safely fly the Bell 429 turbine powered GOC owned helicopters in mountainous terrain during helicopter operations. Only the identified contractor can provide the intended training on the Bell 407 turbine powered helicopter similar to the 429 operated by CCG,.Providing training on a different helicopter model with different capabilities would create additional training requirements, longer lead times and likely additional training costs for pilot readiness to undertake mountain operations. Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN and are immediately available to deliver the training, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by potential bidders. 6.
