Description

NOTICE OF PROPOSED PROCUREMENT Description of the Requirement: The Department of National Defence/Canadian Armed Forces and the Defence Research and Development Canada (DRDC) is required to emulate a many-to-many mesh radio test environment in the lab. With the prevalence of mesh radio technologies being used by militaries, and other government agencies having the ability to test and evaluate mesh radio systems in a controlled, repeatable and isolated space is a key capability. To support this testing a wired mesh radio test system is required, where every individual path between up to 8 test devices can be adjusted independently and digitally to permit the necessary Radio Frequency experiments. The requirement is intended to result in a contract with a duration of 1 year. The requested delivery timeframe is within 15 weeks from the contract award date. Applicable Trade Agreements: Canada Free Trade Agreement (CFTA) Comprehensive Land Claims Agreement: There will be no set-aside for Aboriginal businesses. This procurement is not subject to a Comprehensive Land Claims Agreement. Requirement Details: Requirements and Deliverables are detailed in Annex Statement of Requirement of the Solicitation of Offers. The Mandatory Criteria are detailed in the Solicitation of Offers. The basis of selection shall be the lowest evaluated price with Mandatory Technical Criteria. The Crown retains the rights to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada. There is currently no contract in place for this service. DND reserves the right not to award a contract, regardless of the proposals received. Where this notice and the Solicitation of Offers differ, the Solicitation of Offers shall prevail.
