Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid. As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents. Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated. Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement. The National Research Council of Canada (NRC) wishes to procure a continuous segmented flow analyzer for the measurement of dissolved inorganic nutrients in seawater. The work consists of supplying the segmented flow analyzer as well as providing on-site installation and training on the operation and maintenance of the equipment. The mandatory technical criteria are: M1 The proposed instrument must be a continuous segmented flow analyzer (SFA) using Segmented Flow Analysis principles. No substitutions such as discrete analyzers or flow injection analyzers will be accepted. M2 The SFA system must include: autosampler, peristaltic pump, chemistry manifold, detector(s), and data acquisition/control software. M3 The analyzer must be capable of measuring the following parameters in seawater: nitrate, nitrite, phosphate, silicate, and ammonia (ammonia analysis must be performed via fluorometry) and shall be supplied fully configured for four (4) channels as per the table, below. M4 The analyzer shall fully support expansion to 6 simultaneous channels by the end user without replacing the entire system. M5 Each analytical channel must be capable of 60–80 samples per hour under routine operation. M6 All chemistries must run air-segmented methods utilizing 2 mm manifold components and glass mixing coils. The system must process bubbles through the flow cell with a software-based de-bubbling algorithm (no mechanical de-bubbler required). M7 The system must provide: automated start-up and shutdown, automatic standard preparation and dilution, built-in leak detection, computer-controlled automatic pump platen operation, and valve-controlled reagent/wash program. M8 The analyzer must have multitest manifolds to enable analysis of multiple parameters on a single channel, requiring only reagent and LED changes between tests. M9 The system must be CSA approved as per Canadian Electrical Code, compatible with a Windows-based PC via USB (no serial-to-USB converters), include on-site installation and training, and provide a one-year factory warranty. The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.
