MODÉLISATION RAPIDE DES ALÉAS - PAC

Description

ADVANCE CONTRACT AWARD NOTICE (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier. PART 1 – DEFINITION OF THE REQUIREMENT The department of Natural Resources Canada through the Flood Hazard Identification and Mapping Program (FHIMP) has a requirement to generate flood maps for all high priority areas in Canada. To support this requirement, efficient and rapid methodologies for assessing flood and flood related hazards for large areas is required. The work proposed involves the following: 1. Developing and/or testing methodologies for assessing flood and erosion/landslide hazards for large study areas (>~1000km2) in Canada and abroad 2. Benchmarking these rapid hazard maps against NRCan datasets 3. Reporting on the rapid assessment methodologies and results of benchmarking exercise 4. Knowledge transfer to NRCan staff 5. Public dissemination of reporting and maps PART 2 – CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS) Any interested supplier must demonstrate by way of a statement of capabilities that they meet the following requirements: a) MUST have experience performing rapid flood hazard and landslide assessments generating hazard maps for large study areas b) MUST have a physics-based model capable of rapidly assessing both flood hazard and slope stability/landslide runout for large study areas c) MUST have an integrated web platform that is publicly accessible for developing, interacting with, and visualizing both model inputs and results such as hazard maps. PART 3 – APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT This procurement is subject to the following trade agreement(s): • Canadian Free Trade Agreement (CFTA) • Revised World Trade Organization - Agreement on Government Procurement (WTO-AGP) • Canada-European Union Comprehensive Economic and Trade Agreement (CETA) • Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) • Canada-Chile Free Trade Agreement (CCFTA) • Canada-Colombia Free Trade Agreement • Canada-Honduras Free Trade Agreement • Canada-Korea Free Trade Agreement • Canada-Panama Free Trade Agreement • Canada-Peru Free Trade Agreement (CPFTA) • Canada-United Kingdom Trade Continuity Agreement (Canada-UK TCA) • Canada-Ukraine Free Trade Agreement (CUFTA) PART 4 – SET-ASIDE UNDER THE PROCUREMENT STRATEGY FOR INDIGENOUS BUSINESS Not applicable.
