NOTICE OF PROPOSED PROCUREMENT (NPP) _Amended on March 5, 2026. This requirement is for Immigration Refuge Board of Canada (IRB) Solicitation Date: March 4, 2026 Anticipated deadline for submissions: June 30, 2026 (amended) Solicitation type: Competitive Service type: Designated Representatives (DR) services Number of Contracts: Up to 100 resulting contracts (estimated) This NPP is issued on an as-needed basis and will be removed from CanadaBuys upon closing. Interested contractors are encouraged to monitor CanadaBuys for future opportunities. Requirement Details The Government of Canada, through the Immigration and Refugee Board of Canada (IRB), is seeking qualified contractors to provide Designated Representative (DR) services. DRs are appointed to represent individuals who are unable to represent themselves in immigration and refugee proceedings before the IRB. The DR is responsible for protecting and advancing the interests of the person subject to the proceedings. Contractors must demonstrate sound judgment, knowledge of immigration and refugee processes, cultural competence, and the ability to work effectively with vulnerable populations. Experience in social work, immigration law, advocacy, or related fields is considered an asset. Location of Work Designated Representative (DR) services are required in the following regions: • Eastern Region (Quebec (Montreal and Ottawa); Atlantic Provinces) • Central Region (Ontario (Toronto and Greater Toronto Area)) • Western Region (British Columbia (Vancouver), Alberta (Calgary, Edmonton), Saskatchewan and Manitoba (Winnipeg)) Work Allocation The IRB makes every effort to distribute assignments equitably among qualified DRs within each region. However, assignment volumes may vary based on operational requirements, including but not limited to: • The specific needs and circumstances of the individual being represented • A Member’s assessment of the suitability of a particular DR for a given case • Language, cultural, or subject-matter considerations • Contractor availability As a result, some DRs may receive more assignments than others during a given period. Submission Requirements • The Evaluation criteria - DR Program Application Form completed and signed (downloadable in the Bidding Details tab within this Notice) • A copy of the applicants’ resume (Curriculum vitae) • Proof of age eligibility showing the applicant is 18 years of age or older • Proof of legal eligibility showing the applicant is a Canadian citizen or has legal status to work in Canada Application Instructions The Evaluation criteria - DR Program Application Form is available as a downloadable attachment in the Bidding Details tab within this Notice of Proposed Procurement documents.
