Description

The Treasury Board of Canada Secretariat (TBS), in partnership and close consultation with Nunavut Tunngavik Incorporated (NTI) requires the professional services of an independent Contractor to complete the first independent review of the effectiveness of the Treasury Board (TB) Directive on Government Contracts, Including Real Property Leases, in the Nunavut Settlement Area- Canada.ca (the “Nunavut Directive”). The work will be performed in two (2) phases: 1) to design the Review Plan for the first comprehensive independent five-year review of the results of the Nunavut Directive. This includes the scope of the review and the elements to be assessed (phase 1); and 2) to complete the review based on the approved design resulting from phase 1 (phase 2). There are security requirements associated with this requirement. This procurement is subject to the following Comprehensive Land Claims Agreement(s): Agreement Between Inuit of the Nunavut Settlement Area and His Majesty the King in Right of Canada (The Nunavut Agreement) This procurement is subject to the Directive on Government Contracts, Including Real Property Leases, in the Nunavut Settlement Area (the Nunavut Directive). This solicitation is limited for bidding among firms registered on the Inuit Firm Registry (IFR). Only these bidders may qualify for contract award. The period of the Contract is from date of Contract award to March 31st, 2027, inclusive.
