Simultaneous interpretation services such as French to English and English to French for in-person, virtual and/or hybrid events.

The Canadian Institutes of Health Research (CIHR) is seeking proposals to establish one (1) to up to three (3) Standing offers (SO) for provision of on-demand simultaneous interpretation services in-person and virtual such as French to English and/or English to French. The need may be for in-person, virtual or hybrid events. The interpreter(s) will be required to interpret complex scientific language. The requirement includes three (3) categories of services: ? Category 1 - In-person simultaneous interpretation (for meetings held in the NCR only) - Full Day (up to eight (8) hours). ? Category 2 - Virtual Simultaneous Interpretation (for meetings located anywhere within Canada) Half day (up to four (4) hours) ? Category 3 - Virtual Simultaneous Interpretation (for meetings located anywhere within Canada) Full day (up to eight (8) hours) For hybrid events, the offeror will provide a quotation based on the required number of in-person and online interpreters at the time the service is requested. Offerors MUST bid on Categories 1, 2 and 3 to be compliant with this RFSO. It is anticipated that there will be up to three (3) Standing Offers awarded as a result of this Request for Standing Offer from the date of issuance to March 31, 2026, with the option to extend up to three (3) additional one (1) year periods. Work will be awarded on a right-of-first-refusal basis. The selection will be based on the best overall result in terms of technical merit and price. Technical merit will be awarded 60% and price 40% (see article 4.2.1). The initial estimated value for all categories and all standing offers is $36,000.00 taxes excluded. This is not a contractual guarantee. The estimated initial value represents the estimated maximum value of orders for the first year. The three (3) responsive offers with the highest combined rating of technical merit and price will be recommended for award of a standing offers worth an estimated initial value of $12,000 each, taxes excluded: 24-0073/A – $12,000 24-0073/B – $12,000 24-0073/C – $12,000 If only one (1) offer is responsive, CIHR will award 1 standing offer worth an estimated initial value of $36,000, taxes excluded. If two (2) offers are responsive, CIHR will award two (2) standing offer worth an estimated initial value of $18,000, taxes excluded. CIHR reserves the right to requalify a new offeror 6 to 12 months after the initial request for an estimated value of $12,000 if less than two (2) offerors qualify through this Bid Solicitation. CIHR may review responsive proposals before the expiration of the offer validity date if the number of offerors drops below two. CIHR reserves the right to cancel this RFSO at any time.
