Oskana Urinalysis Testing

1. Provide a complete CSC Urinalysis Collector Training Program prior to the Collector(s) commencing any urine collection services. a. Training is a one-day session which includes an exam. b. Training will cover safety and other protocols relevant to the discharge of duties under this Statement of Work. c. Training will include procedures for reporting negative offender behavior to CSC and the National Monitoring Centre protocol. d. Training is offered at the Oskana CCC through the site and attendance/completion will be at the Contractor’s expense. No fees will be paid for travel. 2. Provide the Contractor with all necessary documentation including Regulations, Directives, and Guidelines for compliance to be maintained. 3. Provide procedural instruction in the surveillance, procurement and shipment of samples. 4. Establish procedures for shipment of samples to the CSC specified laboratory for testing. 5. Provide the required paperwork, sample containers, courier bags and courier bills of lading. CSC will provide the refrigeration unit to store the collections along with a security storage container for paperwork, and other required supplies as determined by the Technical/Project Authority. 6. Refer offenders for urinalysis testing by providing the contractor with a list of those required to be tested per urinalysis testing schedule. 7. Provide a minimum of 24 hours notice to cancel scheduled collections. The Technical/Project Authority (or designate) will provide notice by telephone. If CSC fails to provide a minimum of 24 hours’ notice to cancel a scheduled collection by telephone, the contractor will be paid one half of the all inclusive price per collection session as per the Basis of Payment. 8. Provide a monthly testing schedule. Testing is scheduled Monday to Friday between 15:00 to 19:00 hours at Oskana CCC. However, there may be exceptions which could include weekend collections as per the direction of the department. 9. Provide instructions and training on when and how to report incidents (ie:offender refuses to provide a sample or indicates an inability to provide a sample, and/or if any suspicious behavior is noted. The Contractor must : 1. Provide Male and Female Collectors who have completed the CSC Urinalysis Collector Training Program (at the Contractor’s expense), prior to commencing any urine collection services. 2. The Contractor must have local staff available at the required locations. 3. Upon referral from the Parole Officer, collect urine samples from supervised male and female offenders supervised by the Regina Area Parole Office or the Oskana CCC in accordance with policy and legislation. 4. Ship the samples, with a bill of lading, to the Department approved laboratory for testing. 5. Attend court hearings, meetings with auditors, or meet with CSC managers as required. 6. The Contractor must provide the collector with personal protective equipment. 7. Samples will be collected in compliance with Section 66(1) of the CCRA regulations, and Commissioner’s Directive 566-10 or updated policy with the maintenance of privacy, confidentiality and non-disclosure as to the identity of the donor. 8. In the event the Primary Collector has a planned absence, (including but not limited to vacation, personal leave, illness), or any inability to provide collection services for any period beyond two consecutive scheduled collection days, the Contractor must provide an alternate (substitute) Collector who has been fully qualified, as per items 1 and 2 above, to the approval of the Technical Authority. 9. Alternate (substitute) Collectors will have to have completed the CSC Urinalysis Collectors Training Program prior to commencing any urine collection services. 10. The Project Authority must approve the alternate (substitute) Collector prior to commencing any urine collection services. 11. There may be an occasional need for unscheduled, urgent/emergency collections, in which a 1 hour response time will be required as requested by the Technical or Project Authority only. 12. The Project Authority will develop the testing schedule and provide this to the Collector at least one week before the next month. 13. The Contractor must provide 24 hours’ notice for cancellation of collections. Any changes in approved scheduling must be approved by the Project Authority 14. Collection of urine samples must be conducted by a male collector for male offenders and a female collector for female offenders. 15. The collection area will be searched by the Collector prior to the offender’s arrival. 16. Access to the collection area will be controlled while the urine collection is in progress. 17. The Collector must verify the identity of the offender with Government issued picture ID prior to demanding each sample. 18. The Collector must escort the offender to the collection area and will conduct a visual inspection only of the Offender. The Collector must request the offender to remove any bulky clothing, such as a coat or loose fitting outer garments, in order to reduce the possibility of an attempt to alter or falsify the urine sample. Note: Only CSC personnel are permitted to conduct a frisk search/routine non-intrusive search of offenders 19. Urine samples will be provided under direct observation of the Collector. “Direct Observation” means a manner by which offenders must supply a urine sample in open view, allowing the container, as well as the urine sample entering the container, to be seen at all times by the collector. The Collector will require that the offender remove any bulky clothing, such as a coat or loose fitting outer garments, in order to reduce the possibility of an attempt to alter or falsify the urine sample. 20. The appropriate portion of the completed copy of the form Urinalysis testing Chain of Custody (CSC/SCC 1065) will be enclosed in a sealed, waterproof bag and inserted into the shipping container. 21. Each sample bottle will be sealed, signed and dated by the Collector and the offender or the Urinalysis Program Coordinator across a tamper-resistant tape affixed on the top of the shipping container. The tape will overlap the top and go down on both sides of the container. 22. The collector will be responsible to prepare the samples for shipping with a bill of lading, to the Department approved laboratory for testing. The collector will arrange with Purolator to pick up the samples from the RCMP stations. 23. The Collector, on occasion, may be required to obtain Offender signatures and witness same on a Notification to Provide a Urine Sample (CSC) form number 1064-01. These forms will be prepared by the Parole Officer assigned and presented to the Collector for signature prior to the time of sample collection 24. The Regina Parole Office or the Oskana CCC must be immediately notified in the event of an offender’s refusal or inability to provide a sample, and/or if any suspicious behavior is noted. If this occurs outside the established working schedule, the National Monitoring Centre protocol will be contacted. 25. Prior to the commencement of work, the successful bidder may be required to attend a meeting at the request of both the Technical and Project Authorities.
