English Title: BA230022, Invitation to Tender (ITT) for Standing Offer Agreement for Laboratory, Soil and Materials Engineering, Geoenvironmental and Building Science Services. English Description: Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award a Standing Offer Agreement (SOA) to provide "as and when required" the following professional services at the Canadian Forces Base (CFB) Bagotville: Material Analysis: soil, concrete, mortar, bituminous, Soil Sample Analysis, Inspection, and monitoring of steel structures: welding, verticality, bolting. Information provided by the Proponents will be evaluated using the established criteria in the ITT. The objective of this ITT is to select two proponents with the highest total scores. The SOA will be for a period of one (1) year with a maximum estimated value of $ 1,000,000.00. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to four (4) additional year period and increased in the order of $1,000,000.00 at any time for each additional period. Call-ups under the SOA are expected to be valued between $ 5,000.00 and $ 25,000.00; the maximum value of a call-up under the SOA is $ 100,000.00. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. The selected consultant will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC).
