Description

HX250009, Environmental Consultant Services for MARLANT Contaminated Sites Program Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to award a Standing Offer Agreement (SOA) to provide “as and when required” the following professional services at Halifax, Nova Scotia: Documentation Review Site Reconnaissance Work Plans Field Work, including on water lots Data Management Requirements Spatial Data Collection Laboratory Analysis Quality Assurance (QA) and Quality Control (QC) Data evaluation and reporting, including discussion of findings National Classification System for Contaminated Sites (NCSCS) and/or the Aquatic Site Classification System (ASCS) Recommendation for Additional Assessment Quantitative Risk Assessment (QRA) Remedial Action Plan (RAP) / Risk Management Plan (RMP) Impact Assessment (IA) Specifications Tender Phase Services (TPS) Construction Phase Services (CPS) Environmental Liability Specialized Services Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The objective of this RFAP is to select the two (2) Proponent with the highest total score. The SOA will be for a period of two (2) years with a maximum estimated value of $ 1,500,000. If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to two (2) additional one-year period and increased in the order of $900,000 for each additional period. Call-ups under the SOA are expected to be valued between $ 10,000 and $ 150,000; maximum value of a Call-ups is $400,000. Refer to the RFAP document for additional information. This solicitation is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). Firms that consider themselves qualified to provide these services are invited to submit their Abbreviated Proposals through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. The selected consultant will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in the RFAP documents.
