NOTICE OF PROPOSED PROCUREMENT (NPP)Solicitation #: 30002781Title: Asbestos Building DemolitionObjective: Demolish four vacant buildings on Cove Island, north of Tobermory ON.Background: The Cove Island site contains a prominent lighthouse with several outbuilding structures, of which several are designated Federal Heritage Structures. On the western side of the island, the two buildings slated for removal (non-federal heritage structures) were constructed between 1971 and 1972. The buildings are single storey with a gable roof originally designed/constructed to house electrical and generation equipment. The buildings are constructed of wood framing clad with pre-fabricated asbestos cement panels forming the exterior walls and roof. The cladding is commonly known as Trafford Tile, named after the manufacturer. Each of the building footprints are approximately 21 feet (6.40 m) by 13 feet (3.96 m) and has a foundation of a poured concrete slab on grade pad.Scope of Work:Fisheries and Oceans Canada is seeking a contractor to demolish four vacant buildings on Cove Island, north of Tobermory ON. A Designated Substance and Hazardous Material Survey (DSHMS) has indicated that the two of the buildings are constructed of asbestos containing material, one of the sheds exterior contains lead paint and the other structure is wood.The demolition is to include four sheds/buildings at the Cove Island site which are:• Radio Building;• Generator Building;• Old Garage/Shed; and• Abandoned Garage.Demolition scope is to include:Remove off site all building contents and building materials and dispose at a licensed waste facility (receipts to be submitted to DFO);Abatement of asbestos containing materials according to proper abatement procedures;Removal of the wooden structures for disposal offsite (no chipping or burning permitted);Refer to Designated Substance Material Survey report for abandoned garage structure for lead paint abatement locations.
