Indigenous Relations and Engagement Consultant

Description

To conduct comprehensive research, engagement and analysis to identify, better understand and incorporate best practices and learnings from established collaborative governance models in other jurisdictions with Indigenous Peoples. This will guide CER efforts to develop its own systemic model for enhancing Indigenous Peoples’ involvement in compliance and oversight of CER-regulated infrastructure. The CER would like to procure the services of an Indigenous-owned or operated consultancy to gather perspectives on best-practices and lessons learned related to the planning, establishment and implementation of 7-10 existing collaborative governance models performing functions related to regulatory oversight (e.g., training/capacity building, advising/decision-making, land/resource/environmental management, monitoring, enforcement etc…) and prepare recommendations to the CER on establishing a systemic model with Indigenous Peoples.
