Work includes the excavation of all Overburden Material and concrete foundations to the top of intact bedrock surface within the remediation limits at Victoria Island, for transportation and placement at the Filling Area, located at the Ridge Road Former Landfill. Included in the work is the stripping and stockpiling of existing topsoil and cover material from the designated Filling Area at the Ridge Road Former Landfill to accommodate the placement of Overburden Material from Victoria Island, and the protection and cleaning of the bedrock surface and/or archaeological foundations within the remedial limits at Victoria Island. Site reinstatement Following acceptance of remedial conditions, the successful contractor will be responsible for site reinstatement with suitable soil backfill to specified grades within the remedial limits at Victoria Island. The contractor will also be responsible for regrading the Remedial Area as well as the immediately adjacent and formerly remediated area (remediated in 2023) located west of the Portage Bridge on Victoria Island to specified grades, including the placement of subsoil, topsoil, and hydroseed, and the installation of erosion control materials and planting of shrubs. The successful contractor will also be responsible for reinstatement and compaction of stockpiled topsoil and cover material in the Filling Area at the Ridge Road Former Landfill. Fencing To control access and facilitate the work, the successful contractor will be responsible for the removal and installation of new fencing at Victoria Island. TERM: The contractor shall perform and complete the Work by December 15th, 2025. BID DEADLINE: No later than 2 p.m. Eastern Daylight time June 25th, 2025, by email at Bids-soumissions@ncc-ccn.ca with a reference to tender file #NCC-CP-37015-RFP INQUIRIES: To ensure the integrity of this tender, all enquiries and other communications must be directed only to Alyssa Brook, Senior Procurement Officer by email at contracts@ncc-ccn.ca no later than seven (7) calendar days prior to the date set for solicitation closing in order to be considered by the NCC. Throughout the solicitation process, the NCC shall endeavor to provide responses to inquiries (by the issuance of addenda) deemed relevant by the NCC and received in writing by the Contracting Authority. Only information provided in addenda shall be an integral part of the Contract. All addenda will be posted on canadabuys.canada.ca. Interested proponents must not contact any other employee of the NCC, or other persons involved in this solicitation to discuss questions regarding the solicitation process. Non-compliance with this requirement during the solicitation period may, for that reason alone, result in disqualification of a proponent. Note: The bid email has a maximum capacity of 30 megabytes. Faxed and hard copy (submitted in person or via mail/courier) bids will not be accepted for the subject bid solicitation. There is no public opening scheduled. BASIS OF SELECTION: An offer must comply with all the requirements of the tender to be declared responsive. The bidder must meet the mandatory requirement then receive the best highest value score between lowest compliant price and Algonquin participation will be recommended for contract award.
